The City of Minneapolis announces the launch of the Rehab Support Program.
In partnership with Minnesota Housing, the program offers the Fix Up Loan program at a fixed interest rate of 2% (2.144% APR based on $30,000 loan).The program, with a maximum loan amount of $30,000 is available in 43 select Minneapolis neighborhoods (see the attached map). The goal of the Rehab Support Program is to encourage households to complete improvements to their homes that will increase the home’s value while addressing health, safety and housing code violations.

• Household Income may not exceed $105,600.
• Must have a credit score of at least 620.
• Single-family homes, condominiums and townhomes are eligible.
• Ownership by any form of trust except Community Land Trust and individual home-site lease assignments on tribal trust land and ownership subject to a reverse mortgage are not eligible.
• Homeowner labor / sweat equity projects are not allowed.

Minneapolis steps up investments in food security
Through its CARES Community Food Security Grants initiative to provide emergency food relief, the City of Minneapolis has awarded more than $935,000 in federal CARES-Coronavirus Relief Fund (CRF) funding to 37 local food shelves, food pop-ups, farmers markets, restaurants and faith communities distributing free food and meals directly to Minneapolis residents.
Awardees will serve the City of Minneapolis and provide free emergency food support related to the COVID-19 pandemic. Besides providing immediate food relief, these grant awards will build capacity in the emergency food relief system, positioning community partners to sustain the increased level of service needs brought on by the impacts of COVID-19.
“Nobody should have to wonder where their next meal will come from,” said Mayor Jacob Frey. “But since the onset of the pandemic and recession, we’ve seen a sharp rise in Minnesotans confronting food insecurity. With support from our trusted community partners, this investment will help meet a fundamental need for more residents in our city.”
After the City received 47 applications with requests of nearly $1.3 million for the original $470,000 of CARES-CRF funding, the City allocated another $465,000 in CARES-CRF to the pool. Read more.
Snow Emergency season is here: sign up for alerts:
Snow season has arrived. Avoid a ticket and tow, and also help crews do a complete job plowing the streets by moving your car when a Snow Emergency is declared. The City sent out about 182,000 Snow Emergency mailers, one to each household in the city. The mailer has graphics and text showing the parking rules during the three phases of a Snow Emergency.
Hold on to your mailer throughout the snow season and have it handy whenever a Snow Emergency is declared. It explains the Snow Emergency parking rules and ways to stay informed during the snow season. Following the rules can help make snow season easier for everyone. It’s also important to help neighbors and visitors know the rules.
Snow Emergencies are declared when there’s enough snowfall to warrant a complete plowing of our streets. Moving vehicles allows crews to plow the full width of the street. When the snow flies, City Public Works crews have enormous jobs to do, with more than 1,400 miles of streets, parkways and alleys that need to be cleared. Vehicles parked on the street in violation of Snow Emergency rules can be ticketed or towed.
Getting drivers to follow Snow Emergency parking rules helps the City, too. Towing and impounding vehicles is expensive and makes plowing inefficient, so it’s in everyone’s interest to help drivers follow the parking rules and avoid a ticket and tow.
The Office of Violence Prevention hired a team of 30 outreach “violence interrupters” and has launched our version of the Cure Violence model, that has been used successful in several other U.S. cities. It’s being called MinneapolUS. After years of conversations and study, the Minneapolis City Council is glad to see this program, and these courageous, compassionate, talented and skilled team members, working in our City. This was made possible by an amendment to the 2020 budget the Council passed in July. Find free COVID-19 tests and flu shots; help stop the spread
The City of Minneapolis is offering free COVID-19 tests and flu shots. Testing is encouraged and available to everyone, whether or not they have symptoms. Testing is one of the best ways to stop the spread of COVID-19 and help prevent exposing your loved ones to the virus.
You don’t need insurance for the test. Your flu shot is free if you don’t have insurance. If you do have insurance, bring your insurance card for the flu shot.

New COVID-19 restrictions take effect
As hospitals express concern about capacity to treat Minnesotans with COVID-19, Gov. Tim Walz has announced new restrictions aimed at curbing the spread of the virus to save lives and stay safe. On Nov. 12 in the metro area, only 22 critical care beds were available. As of Nov. 13, new restrictions apply to three of the most significant sources of COVID-19 outbreaks across the state: social gatherings, celebrations and receptions, and bars and restaurants. Walz has also extended the peacetime emergency through Dec. 14 and announced $10 million in funding to support small businesses affected by the pandemic.
To make effective decisions to control COVID-19, health officials need to understand how this virus is spreading. More than 70% of COVID-19 outbreaks in Minnesota from June to November have a direct link back to weddings, private social gatherings, and late nights at bars and restaurants.
Safety restrictions as of Nov. 13
- There will be a 10-person limit for indoor and outdoor gatherings, and all social gatherings will be limited to members of three households or less.
- All bars and restaurants must end dine-in service between 10 p.m. and 4 a.m. This follows research showing these environments become riskier later in the evening.
- Bar and restaurant indoor capacity will be capped at 150 people and may not exceed 50% of an establishment’s total capacity.
- Bar counters will close for seating in all establishments.
- Counter service will also close except in establishments that only have counter service. There, patrons can line up with masks on, physically distanced, and then return to their tables.
Capacity limits for receptions related to weddings, funerals and similar events will be instituted through a phased approach that will eventually lead to a cap of 25 people. In addition, such receptions and similar events may not take place between 10 p.m. and 4 a.m.

State opens COVID-19 saliva testing location at Minneapolis Convention Center
The State of Minnesota has opened a COVID-19 saliva testing site at the Minneapolis Convention Center, 1301 2nd Ave. S.
Those coming for testing should enter on the west side of the building off 1st Avenue, then continue to exhibit room E. Free parking will be available and marked in nearby surface lots and parking ramps.
Due to expected demand, testing will be available seven days a week, noon to 7 p.m. on weekdays and 10 a.m. to 4 p.m. on weekends. The State of Minnesota and Vault Health will reevaluate hours of each site as others open and demand waxes and wanes with disease progression in Minnesota. Appointments can be made through the Vault Health registration site.

Hispanic Advocacy and Community Empowerment through Research (HACER) is partnering with the Minnesota Department of Health to launch a COVID-19 hotline in Spanish and English. This statewide service provides accurate and culturally relevant information regarding COVID-19 to Latinx communities.

- What to do while you wait for your results.
- How to manage if you’ve tested positive.
Program coordinators and hotline specialists are trained to best understand the needs of the Latinx community around the state as they relate to COVID-19 and will offer resources provided by the Minnesota Department of Health, the Centers for Disease Control and Prevention, and local organizations.
Minneapolis Public Schools (MPS) is offering FREE meal boxes to all youth 18 & under. This program is open to all families; youth do not need to be enrolled in MPS to receive meal boxes. Meal boxes provide a full week of meals for every kid, 18 and under, in the family. All meals meet MPS’ high standards for nutrition and quality ingredients, ranging from comforting favorites like pizza and tamales to new tastes like local, watermelon radishes. Families can pick-up free meal boxes at sites across Minneapolis, Monday-Friday (school days) Most sites are open 11am-3pm, and a handful of sites have extended hours of 11am-5pm. State executive order suspending evictions extended until Dec. 14; rental assistance available through Hennepin County
The governor’s latest extension of the peacetime emergency means that the suspension of evictions and landlord-initiated lease terminations remains in place until Dec. 14.

How to donate food & supplies If you’re moved to support your community by donating food, the best way to reach hungry people is through food shelves. And the best way to help food shelves is with monetary donations. The dollars go much further through their own purchases, it prevents food donations from spoiling, and it allows the food shelves to purchase specific items that are needed for the community. Please note that Minneapolis Public Schools is not able to accept food donations or supplies at its food distribution sites or schools at this time. Donations taken from 1:00 – 5:00 on Monday, Tuesday, Thursday and Friday to the door on the 33rd st side of the building.
