Grant Amounts
Eligible residential property owners may apply for a minimum of $1,000 and a maximum of $5,000 in grant funds.
Total Project Cost: It is the applicant’s responsibility to obtain the amount of funds necessary to finance the entire cost of the work. If the final cost exceeds the grant amount the applicant must obtain the additional funds. NRP funds will not be disbursed until all other funds have been paid into the project
Eligibility
Grants can only be used to make necessary exterior improvements that are listed on an open citation issued by the City of Minneapolis. Also, emergency improvements as determined through a review of the condition of the property by CEE or LCC. An emergency is defined as a condition that makes the property uninhabitable, extremely dangerous, is capable of causing health problems or may cause severe damage to the property if not addressed. Examples of an eligible emergency project include, but are not limited to: leaking roof, radon/lead/asbestos mitigation, no heating or water heating, replacement of A/C if related to health issues, sewer line, foundation and work to fix flooding into property. CEE will refer to LCC whenever eligibility of an improvement is in question.
Income Limit: 80% of AMI based on household size and the adjusted gross income from the most recent tax return. If a tax return is not required than the income will be determined by the projected income from the upcoming 12 months.
Eligible Recipients: Owners of 1-4 unit properties within the Longfellow, Cooper, Howe or Hiawatha Neighborhoods who meet the program guideline criteria.
Ineligible Recipients: Includes, but is not limited to: co-applicants with no ownership interest in the subject property and business entities (Associations, Corporations, Partnerships, LLC, etc.).
Eligible Properties: Owner Occupied and Non-Owner Occupied 1-4 unit properties located within the boundaries of the Longfellow, Cooper, Howe or Hiawatha Neighborhoods. Individual condominiums, townhomes and properties held in a trust are eligible.
Ineligible Properties: Properties with more than 4 units (these would be considered apartment and hence commercial properties), co-operatives, manufactured homes, time shares, and properties used for commercial purposes.

Ineligible Improvements: Work not listed as an Eligible Improvement. Nuisance city citations; mowing lawn, garbage pick-up, too many vehicles, etc. CEE will refer to LCC whenever eligibility of an improvement project is in question.
Disbursement Process
This is a reimbursement project and payment to the contractor (or owner) will be made after completion of the work. An inspection will be performed by the City and/or CEE representative to verify the completion of the work.
Payment checks may take up to 30 business days after the above items are received to prepare. A maximum of three draws will be allowed per grant. Payments will only be made for work completed and approved.
The following items must be received before the funds can be released:
- Final Invoice from each contractor showing all amounts paid and due.
- Lien Waiver from each contractor.
- Material Receipts for sweat equity projects.
- Completion Certificate signed by each contractor and the borrower.
- Permits Closed. Have the inspector sign the permit card, or have the inspector leave a message at CEE, 612-335-5856 or the permit must be closed on the Minneapolis Inspections computer 612-673-5890.
- Final Inspection and approval by CEE, if applicable. The above items must be provided to CEE to begin the preparation of the check(s). Lien waivers must be provided before the funds will be released.
Applications for Funding
Applications will be accepted by CEE and processed on a first-come, first-served basis, until all program funds are committed. Applicants may be required to submit:
- A completed application form
- A copy of current photo ID
- A copy of the most recent Federal Income Tax Returns, including W-2’s and all schedules
- A copy of two most recent payroll statements
- A copy of your current mortgage statement
- A Data Privacy Act Statement, USA Patriot Act and Authorization to Release disclosure.
- Other documentation as requested.
